Thurman joined LA Consulting in 2008 after serving for over 22 years in local government. As an experienced public servant, he added unique operational perspectives at several levels of a maintenance organization. This included the planning, organizing, directing, and controlling of all maintenance and operational phases focusing on resource stewardship.
“Jeff has more than 30 years of consulting/governmental experience, which includes all phases of public works maintenance, operational, and construction activities,” noted Lorick. “Also, he is experienced in staff development in the areas of process improvement, workflow development, and project management.”

He has made 14 professional presentations at the American Public Works’ (APWA) international conferences and Florida’s APWA state conferences. Thurman is also an active member of the APWA and was a prior chairman of Florida’s APWA Leadership & Management Technical Committee, as well as a co-chair of the APWA PWX 2017 Speakers Sub-Committee for APWA’s international conference.
Thurman holds a Master of Business Administration from Liberty University, in Lynchburg, Virginia. He also holds a BAS in Supervision and Management and an AA/AS from Daytona State College, in Daytona Beach, Florida. He is a Certified Public Manager and Florida Stormwater Management Inspector. He also holds several FEMA and Department of Homeland Security credentials.
