Advanced Onion Supports Mirador Team as Recipients of Annual DoD CIO Award

Advanced Onion (AO) is an integral part of the Defense Manpower Data Center (DMDC) Mirador Team, which was presented a first place Team Award for Information Technology (IT) Innovation and Modernization. The annual award was presented by Mr. Dana Deasy, Department of Defense (DoD), CIO in a Pentagon ceremony on November 4, 2019. Accepting the award on behalf of the Mirador Team were Emily Martin, Mirador Project Owner, DMDC and Sandy Langley, DCSA Project Manager for Mirador and DISS.

DMDC’s Mirador System is the next generation system designed to meet DoD personnel security mission for Continuous Evaluation (CE). Mirador enhances the DoD capability to conduct Initial Investigations and Periodic Reinvestigation (PR). AO’s IT services support technology governance and customer development activities, sustainment and operational activities for the Mirador System across the software development life cycles. Services provided under this task order include Program and Project Management/Support, Data Analysis, Applications Systems Analysis and Software Development Life Cycle (SDLC) requirements. The successful implementation and deployment of the Mirador system led to a significant reduction in time to investigate and adjudicate clearance requests, and the backlog for clearances.

AO has proudly supported and participated in key and diverse roles on the Mirador team since its inception, including project activities like:

  • Supporting the continuous evaluation of an increasing number of active subjects, with future scalability up to the full DoD cleared population. There are currently over 1.2 million personnel enrolled in the Mirador system.
  • Implementing latest Federal Investigative Standards (FIS), Expandable Focused Investigation (EFI) and Adjudication Guidelines (AG) to generate alerts sent for validation and adjudication.
  • Incorporating data sources and business rules that meet the seven data categories of the Director of National Intelligence’s (DNI) CE Program: clearance, credit, terrorism, foreign travel, suspicious financial activity, criminal activity and commercial data sources.
  • Supporting the National Background Information System (NBIS) with integration of data sources and the Mirador system into the NBIS development, providing business rules, technical support and analysis of existing workflows
