Federal Motor Carrier Safety Administration’s Pre-Employment Screening Program Celebrates Ten Years

The Federal Motor Carrier Safety Administration’s (FMCSA) Pre-Employment Screening Program (PSP) has helped motor carriers hire drivers for 10 years this month.

In response to a congressional mandate, FMCSA launched PSP on May 11, 2010, to provide motor carriers with instant access to driver safety data for use during the hiring process. Before the implementation of PSP, driver safety data was only available through Freedom of Information Act (FOIA) requests. By offering access to a driver’s five-year crash and three-year roadside inspection history, PSP informs hiring decisions that lead to improved commercial motor vehicle safety on America’s roadways.

Industry participation in PSP—a voluntary safety program—has grown to include more than 65% of motor carriers.

In accordance with the Fair Credit Reporting Act, motor carriers and background screening companies are granted instant access to a driver’s safety history after obtaining the driver’s written authorization. Drivers may access their own PSP records online at any time, and Industry Service Providers who help motor carriers hire drivers may enroll in the program.

FMCSA is responsible for PSP data and general oversight of NIC, the contractor, who fulfills key program areas, such as handling daily operations, customer service, and technology development and maintenance. An FMCSA study showed that motor carriers experience an average reduction of 8% in crash rates and of 17% in inspection rates when using PSP.
