East Bay Regional Park District Honored with Harry H. Mellon Award of Excellence in Job Order Contracting

Gordian, the leading provider of facility and construction cost data,
software and expertise, announced today that East Bay Regional Park
District received the 2018 Harry H. Mellon Award of Excellence in Job
Order Contracting for the Las Trampas Water Tank Replacement project.
The honor for exemplary use of Job Order Contracting (JOC) included
recognition of both East Bay Regional Park District and local contractor
Mark Scott Construction due to collaboration throughout the complex
$750K project.

Located in the Las Trampas Regional Wilderness, the Las Trampas Water
Tank is the main water supply and fire suppression source for nearby
properties and residential neighborhoods. The 60,000-gallon redwood tank
was leaking, costing the District money and posing a safety issue for
the surrounding areas.

Due to the logistical challenges of this project, the District turned to
their Gordian Job Order Contracting program and awarded JOC contractor,
Mark Scott Construction. The collaboration of the District and Mark
Scott Construction allowed the demolition and rebuild of the new
60,000-gallon steel bolted tank to be completed in seven months, despite
difficult terrain and fire and rainy seasons.

In addition to awarding East Bay Regional Park District the Award of
Excellence, judges, comprised primarily of former award winners, named
the following five Award of Merit Winners for demonstration of Job Order
Contracting best practices:

Kearny Mesa Juvenile Detention Facility – Cell Blocks TI

The Kearny Mesa Juvenile Detention Facility was faced with a large
influx of inmates from another detention facility. The County needed to
refresh the dilapidated Kearny Mesa Facility to be able to transfer and
house up to 150 occupants within six months. Improvements included
asbestos abatement, new flooring installation, new furniture and doors,
restroom renovations and security cameras for the dormitories and common
areas. Because of the compressed schedule and large scope of work, Job
Order Contracting was chosen as the optimal project delivery method. The
project was completed 30 days ahead of schedule and $31,124 under the
approved budget.

Ocean Beach Sandbags Placement

The Great Highway in San Francisco was faced with an erosion issue due
to the combination of winter storms and “king tides.” The waves ate away
at the bluff next to the highway until an exposed manhole toppled over,
destroying a catch basin and storm water pipe. The collaborative nature
of the Joint Scope Meeting allowed San Francisco Public Works and their
awarded JOC contractor, Yerba Buena Engineering, to determine the best
way to mitigate the erosion in the bluff. The flexibility, pricing
transparency and the collaborative nature of JOC contributed to the
project’s success.

Apache Village Heating and Cooling Failure

The DMVA was looking for a permanent solution to stabilize and repair
the deteriorated hot/cold closed loop system that fed water for cooling
and heating in multiple building systems. Job Order Contracting was
chosen because of the program’s flexibility and rapid response. The JOC
team was able to ensure that base operations and readiness was
maintained, while quickly identifying and recommending an alternative
solution to the agency’s initial emergency reaction plan.

Arizona Department of Emergency and Military Affairs (DEMA)
Renovations

The Arizona Department of Emergency and Military Affairs needed to
quickly update an existing, outdated two-pipe heating and cooling system
with a modern four-pipe system. The new system would increase
efficiency, reduce energy consumption, facilitate individual room
temperature controls and ultimately result in operational cost savings.
The upgrades needed to comply with stringent on-site security protocols,
and the flexibility of Job Order Contracting allowed IMCOR to complete
this project within the aggressive timeline.

Tucson International Airport C Gates Addition

City of Tucson leaders partnered with Allegiant Airlines to provide the
city with a new, low-cost airport terminal addition. The Tucson Airport
Authority chose to use the Arizona State Job Order Contracting program
because it provided quick and accurate procurement of the project. The
terminal was completed on time and on budget, allowing Allegiant
Airlines to begin providing low cost flights to and from Tucson. The new
terminal has had a major impact on the city’s economic growth and
tourism.

About the Awards
The Harry H. Mellon Award of Excellence in
Job Order Contracting is an annual award recognizing innovative uses of
Job Order Contracting. Judging was conducted by a panel of Job Order
Contracting experts and past award winners from all facets of the
industry. Projects submitted were judged on their adherence to Job Order
Contracting principles, innovation, complexity, special circumstances
and overall time and cost savings. To be eligible, projects had to be
completed during 2018. Nominations were submitted by agency owners or
contractors. The award program is named for Harry H. Mellon, the creator
of Job Order Contracting and co-founder of Gordian. Job Order
Contracting is a competitively-bid procurement process used by building
and infrastructure owners to save time and money by fast-tracking
repair, renovation and alteration projects based on locally priced
construction tasks and competitively awarded contracts.
